Addressing a press conference at the finance ministry Sunday, minister Pandey said most government bodies will not be able pay their staff and meet their daily expenditure, if the budget is not passed soon, as they have already spent the 33 percent budget proposed for them.
The Credit Bill passed by the legislature parliament to enable the government to function till the budget is passed does not allow the use of more than 33 percent fund proposed for a heading.
Salaries to cabinet ministers have already been stopped as per this provision.
Constituent Assembly, Ministry of Law and Justice, Poverty Alleviation Fund, Nepali embassies, consul general's offices abroad, Armed Police Force, Bir Hospital, Kanti Children Hospital, Sukraraj Tropical and Infectious Diseases Hospital, Paropkar Maternity Hospital, National Health Laboratory and BP Koirala Institute of Health Sciences won't be allowed any more funds for either daily operation or salaries, said Pandey at the Press Conference.
As many as 14 organisations have already used up the 33 percent budget proposed for them, while others are on the verge of using it up.
Minister Pandey said, Nepal Food Corporation (NFC), which is close to crossing the expenditure limit will have to cease delivering food to remote food insecure districts. “Of the Rs 106.2-billion that been allocated from the advance budget, the Nepal Food Corporation (NFC) is left with only three per cent," he elaborated. Bajhang, Bajura, Jajarkot, Achham along with far-flung districts in the Karnali Zone completely rely on the NFC.
If the budget is not passed within this month, Maoist combatants staying in the cantonments will not get their salary from next month.
Projecting grim situation of the country's financial state, minister Pandey vowed the government would use 'all possible means' to pass the budget within ten days. However, he avoided the explanation on what 'all possible means' could include. He, however, rejected the idea of passing the budget by an ordinance. nepalnews.com
