Security plan in peril

The recently introduced Special Security Plan is reeling under the yoke of fund dearth.

The Finance Ministry has not yet released the budget for the plan, which is already effective in 10 eastern districts and 188 police bases in the Terai since July.

The Rs 3.8 billion plan proposes to recruit additional personnel in Nepal Police, Armed Police Force and the National Investigation Department and purchase vehicles, communication equipment and other logistics.

The Finance Ministry has not yet released the budget for the plan since July.

The Home Ministry wants to implement the plan through non-budgetary allocation but the dearth of fund is stifling the execution of the same.

The Finance Ministry has reportedly expressed its inability to immediately release the required budget to set the plan into motion citing the prolonged delay in passing the budget.

"The ministry can inject funds into the plan only if there is budget stock or more revenue is collected otherwise it will be difficult," Finance Minister Surendra Pandey was quoted as saying.

To implement the security plan, the Home Ministry has completed awareness campaign and the Armed Police Force (APF) has initiated recruitment of 5,481 additional personnel.

The plan has also earmarked Rs. 706 million to purchase vehicles and other equipment. The release of the first three-month installment of this budget is also due.

In the plan, Rs. 2.46 billion has been allocated for APF, Rs. 142.1 million for Nepal Police and Rs. 451.9 million for National Investigation Department to purchase logistics. nepalnews.com

No budget for arms and bullet. No power to control illegal works of political
parties, On going hadtal, human right activist are politically biased than how
the peace avails in Nepal.

No peace and security is possible with these
political parties and by this democratic system.
