KATHMANDU: The second meeting of the High-Level Governance Reform Commission, chaired by Prime Minister KP Sharma Oli, is being held today at the Office of the Prime Minister and Council of Ministers.

According to Joint Secretary Dr. Bhishma Kumar Bhusal, the meeting will discuss ways to make public service delivery simpler, more accessible, and hassle-free.

The commission was formed through a Cabinet decision on Baisakh 8 (April 21), and held its first meeting on Asar 4 (June 18). Key members include Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel, Home Minister Ramesh Lekhak, Minister for Law, Justice and Parliamentary Affairs Ajay Kumar Chaurasiya, and Minister for Federal Affairs and General Administration Raj Kumar Gupta.

The process to nominate two members from political parties and three experts—one of whom must be a woman—is also underway.

The commission has been tasked with making physical and human infrastructure, work procedures, and technology more service-friendly. It also aims to eliminate delays in decision-making, ensure accountability, avoid duplication of tasks, and strengthen inter-agency coordination.

Additionally, the commission is mandated to propose improvements to the existing administrative structure, laws, and procedures to make them compatible with federalism. It will also identify necessary reforms in governance-related laws and work towards building a capable, motivated, and responsible civil service.
