Government to introduce Federal Civil Service Act in interest of employees

Minister for Law, Justice and Federal Affairs Dilendra Prasad Badu has said the government was committed to introducing the Federal Civil Service Act in the best interest of all civil employees.

At an interaction programme held with the delegation comprising office-bearers elected from the 8th National Convention of the Nepal Civil Service Employees Union at the Ministry of Law, Justice and Federal Affairs today, Minister Badu shared that discussions were ongoing to unveil the Act through ordinance since, he added, there was no environment to introduce the Act through parliament at the moment.

Reaffirming his commitment towards optimum effort on the part of the government to address the demands of employees in the Act, he said the government was concerned about various issues such as employee adjustment, internal competition, the practice of performance-based evaluation of employees among others.

"Discussions will be held with all stakeholders including employees' unions on staff management as per the spirit of federalism. Collective bargaining, which is the lifeline of democracy, is one of the important achievements of various movements in Nepal. The Nepali Congress-led government will not compromise with anyone on trade union rights and freedom," asserted the Minister.

Similarly, Union President Gopal Pokharel expressed his confidence that the Act would incorporate the demands raised by the Union.

Pokharel was also hopeful that the Act would incorporate the issues raised by Nepali Congress in the erstwhile government. He also urged to address the issues relating to adjustment of employees against his/her will, discrimination among the employees in federal, provincial and local levels and allowing competent employees to compete in the internal and open competitions.
