HoR meeting put off for absence of members

The meeting of the House of Representatives (HoR) has been put off after it failed to meet the required quorum. As per Article 94 of the Constitution, there must be the presence of one-fourth of members to present any proposal for a decision.

In the meeting, Minister for Physical Infrastructure and Transport, Mohammad Istiyak Rayi, presented a proposal seeking the passage of the 'Urban Area Public Transportation (Management) Authority Bill, 2076'. It was presented along with the message from the National Assembly.

In response to the queries raised during the discussion on the bill, Minister Rayi informed that the bill had aimed at making public transportation passenger-friendly. The vehicles have got permission for operation from the federal, provincial and local levels, but lack coordination. So, the bill aims to systematize it, he added.

Lawmaker Prem Suwal had registered an amendment to the proposal, arguing that the bill should be more accommodative by incorporating the issues of public transportation in rural areas too.

On behalf of the lawmaker Brinda Pandey seeking amendment, lawmaker Bina Kumari Shrestha said as the public transportation in the Kathmandu Valley was too chaotic, the bill is expected to improve the situation.

Similarly, on behalf of amendment proposer Gagan Kumar Thapa, lawmakers Athar Kamal Musalman believed that the bill could be enriched with expertise once the issues of rural and urban transportation were addressed properly.

Other lawmakers, including Rangamati Shahi, said the federal capital itself was turning squalid.

The HoR meeting would convene next on August 14.
