FIFA president Gianni Infantino plans to host the World Cup every two years.
FIFA members are voting on the resolution in December. If the proposal is approved by a vote, it could be implemented as soon as the International Calendar 2025, officials said.
Speaking at an event in the Venezuelan capital, Caracas, FIFA president Infantino said FIFA's work was constantly thinking about how to improve football around the world.
FIFA president Infantino said it was decided to hold the World Cup every four years when 40 countries were members of FIFA 100 years ago, adding that now was the time to re-examine the issue.
The South American Football Federation and the European Football Federation have opposed the idea of a biennial World Cup. The Confederation of North, Central America, and the Caribbean Football Association, and the Asian Football Confederation have said they are ready to discuss the proposal.
