Prime Minister Sher Bahadur Deuba said government has kept in centre the human rights in its policy and programmes. Giving a message of best wishes to all Nepalis on the occasion of Human Rights Day today, PM Deuba reminded that Nepal has guaranteed most of the human rights adopted in the global level under the fundamental rights of its constitution.

Once these rights are violated, one is constitutionally guaranteed the right to seek remedy via independent and able judiciary, PM Deuba said, adding that necessary laws were made to implement the fundamental rights enshrined in the constitution.

The Human Rights Day is observed across the world every year today in commemoration of the issuance of Universal Declaration of Human Rights on December 10, 1948. Various programmes are being organized today to observe the Day in Nepal too.

On this occasion, PM Deuba extended best wishes to all Nepalis living in the country and abroad, human rights organizations, civil society organizations, and journalists, among others. "Human rights are inherent rights of people. People as human beings exercise human rights without any hindrance. The human right is an integral part of democratic system. In its absence, democracy does not flourish. On this special Day, I, on behalf of Nepal government, express my full commitment to protect, promote and fulfill human rights," PM Deuba stated in the message.

He further said Nepal has been a state party to various international conventions and covenants on human rights after it became member of the UN. Nepal government is committed to implementing the human rights instruments. Similarly, efforts are on to bring legal and policy reforms to ensure compatibility to the international human rights provisions.

Compared to the past, Nepal's laws, policy and structures are getting human rights friendly now. Nepal has been actively participating in the international forums in a bid to protect, promote and fulfill the human rights.

In the best wishes message, the PM also informed that efforts were on to empower the marginalized, poor, gender minorities, and disabled persons. The social evils are being criminalized and cultural transformation begun, he added.

Moreover, PM Deuba said development and environment are being taken ahead in a balanced manner. The service and State entitlements are provided in an easy and accessible manner and transparency maintained in public administration making it technology friendly.

Utmost coordination and cooperation are established among the three layers of government for production, employment, capacity building and service delivery relating to human rights.

Although the State has the major role on protection and promotion of human rights, all sides' efforts are necessary to this end. For one to live a dignified life, equality, freedom and justice need to be ensured, PM Deuba underscored.

He called on people from all walks of life to play their roles for the protection, promotion and respect of the human rights.
