Presentation of Federal Education Bill to House delayed

The Federal Education Bill that was endorsed by the Council of Ministers on August 1 is yet to be presented to the Federal Parliament. The Council of Ministers is learnt to have decided to pass the Bill draft and table it in the House for further decisions.

Spokesperson for the Ministry of Education, Science and Technology, Dipak Sharma, said they are waiting for the arrival of the Bill draft to present to the parliament. "We are yet to be formally notified of the Cabinet decision approving the document."

The implementation of any decision of the Council of Ministers takes place once it is verified and formally communicated to the relevant ministry. However, stakeholders concerned have managed to draft from various sources and gave their responses.

Private and Boarding School Organisation of Nepal (PABSON), Nepal Private and Boarding School Association of Nepal (N-PABSAN), Higher Institutions and School Association of Nepal (HISSAN) have expressed their concerns over the provisions concerning the private schools in the Bill draft.

Such private schools bodies have already submitted a memorandum to the local governments, district administration offices, and education development and coordination unit on Wednesday, demanding that the document be revised. They also held a protest demonstration at Maitighar of Kathmandu today.

The draft of the Bill has proposed to operate private schools in a trust-model within the next five years.

Additionally, the Community School Management Committee Federation is against the provision of appointing a ward chair as the chair of the school management committee.

However, Nepal Public School Employees' Council has assessed that the draft has attempted to address the facilities for teachers as per the quota. ---
