President Bidya Devi Bhandari is addressing the joint meeting of the Federal Parliament today. The Federal Parliament Secretariat has made necessary preparations for the President's address.
She is scheduled to address the joint meeting of both houses of the federal parliament at 3 pm. Regarding her speech, Prime Minister Pushpa Kamal Dahal 'Prachanda' will hold separate tables in the House of Representatives and the National Assembly sitting today.
Dashrath Dhamala, Assistant Spokesperson of the Secretariat informed that there is an agenda for passing the motion of thanks by both Houses. Article 95 of the Constitution of Nepal provides that the President can address a meeting of any house of the federal parliament or a joint meeting of both houses.
Similarly, in sub-section 2 of the same article, there is a provision that "The President shall address the joint meeting of both the Houses of the Federal Parliament after the first session, the election of the House of Representatives and the first session of each year."
The first session of the House of Representatives, which was formed after the election of the members of the HoR and the members of the Provincial Assembly, which was held on November 4, is currently ongoing.
