CPN (Maoist Centre) VC Bhusal for better public service delivery

CPN (Maoist Centre) Vice-Chairperson Pampha Bhusal has stressed that the Nepal National Civil Servants Association should play an excellent role in rendering services in a simple and easy-going manner to the public.

Inaugurating the conference of the Association in Province No 1 in Morang today, Bhusal, also former minister, emphasized on the need for the Association to remain committed to the national welfare and serving the public.

She expressed concern over the lack of enactment of the Federal Civil Service Act despite the fact that the parliament had sent its draft to the State Affairs Committee, which was intensely deliberated and endorsed by a vote.

Bhusal blamed that the erstwhile government was trying to introduce the Act that was against the spirit of federalism.

Furthermore, she pressed for enactment of the Act and it should incorporate the rights of the trade union such as liberty for collective bargaining and advocate for the welfare of the employees.

Similarly, Minister for Federal Affairs and General Administration Aman Lal Modi urged the concerned parties to embrace the Federal Civil Service Act that the incumbent government was going to introduce and argued that by doing so, he assured that, half of the problems plaguing the bureaucracy sector in the country would be resolved.

According to him, although this Act might have fallen short in incorporating everything at once, it could go on including those lacking aspects gradually. He shared that a total of 25 officers promoted to under-secretary level were transferred to local levels.

Also speaking in the programme, Association's central Chairperson Hari Bahadur Rawal, CPN (Maoist Centre) central member Savitri Kumar Kafle among others univocally recommended to remove the prejudices relating to the remuneration of the officer and non-gazetted first class officer.

On the occasion, former minister Bhusal launched a book titled 'Lali Kiran' (Red Rays) published by the Association.

Civil servants from 14 districts in Province No 1, who are also associated with the Association, are participating in the Conference that will elect a new leadership today itself.
