NHRC Seeks PMO Info on Pardon for Convict.

The National Human Rights Commission (NHRC) has sought information from the Office of the Prime Minister and Council of Ministers on the parole granted on the occasion of the Constitution Day to the individuals serving lifetime imprisonment after being convicted of crime from the court.

The NHRC Spokesperson Dr Tikaram Pokharel said that such information was sought from the Office of the Prime Minister and Council of Ministers stating that the Section 159 (4) of the Civil Criminal Procedure, 2074 has mentioned that no action may be taken to pardon, suspend, alter or reduce the sentence imposed on the offender of offences on heinous crimes.

Addressing to the Prime Minister, the NHRC Chairman Top Bahadur Magar has urged to ensure right to justice to the victims and direct the concerned authorities to not let flourish impunity.

Likewise, the NHRC has urged to provide details of the individuals getting pardon from the President on the occasion of the Republic Day and the Constitution Day.

The NHRC's letter to the PMO has come against the backdrop of issuance of parole to Yograj Dhakal aka Rigal, who was serving his jail after being convicted of murdering Chetan Manandhar of Nepalgunj, on the occasion of the Constitution Day on September 20.
