CPN-UML Vice-Chairman Dr Bhim Bahadur Rawal on Monday sent an open letter to the Prime Minister, Speaker of the House of Representatives, Chairperson of the National Assembly, party leaders, and lawmakers.
In the letter, he had stated the issues on the parliament and how the main opposition party was using the ruling party's current stance on Millennium Challenge Corporation (MCC) to halt the parliament meetings.
In addition, if approval is to be given under Article 279 of the Constitution, a two-thirds majority is required for approval in the parliament. He has appealed to the leaders to study the constitution of the country and the MCC agreement in depth before coming to any result.
