High-level Administration Reform Commission would be formed: PM Dahal

Prime Minister Pushpa Kamal Dahal 'Prachanda' has said a high-level administration reform commission would be formed for resolving the problems seen in the administrative sector.

He said this while addressing the meeting of the second quarterly review of the offices under the Office of the Prime Minister and Council of Ministers and the Ministry-level Development Problems Resolution Committee here today.

PM Dahal said the commission would be headed by the Prime Minister himself. "The government is preparing to undertake serious initiatives for resolving the existing problems in the administrative sector. We should not make any delay in sorting out the problems of the sector," he said, adding that there is a big gap between the bureaucracy and the public expectations.

Stating that preparations have been made for constituting the commission in order to address the changing situation, the democratic system and public aspirations, he said the commission would be formed within some time. He added that the commission would be headed by the Prime Minister and there would be experts in it.

According to him, the overstaffing that is in the bureaucracy would be reduced. "There is the problem of overstaffing. Unnecessary structures are there. The administrative mechanism should be made efficient by decreasing the number of staff and the structures. The Constitution of the commission is imperative for that purpose," the Prime Minister said.

He also reiterated that the incumbent government would move ahead with determination to achieve its stated goals "The directives I have given to the government secretaries, my statement in the parliament and whatever has been mentioned in the policy priorities of the government and its common minimum programme, will not be changed.

Although the political equation has changed in the meantime, the PM said, the government's policy would not. He reiterated to pursue the goals- social justice, good governance and prosperity.

The Second Quarterly Review Report presented by Joint Secretary at the OPMCM, Mahadev Pantha includes topics as the annual budget and the budget expenditure progress of offices under the Prime Minister's Office, the progress of annual programmes and milestones, the works carried out by the offices and major progress, decisions made in the previous progress review meeting and their implementation status, the problems and challenges, works to be done for improvement, among others.

The review report states that there has been a good progress in clearing the arrears as compared to the past, works on GIS mapping and online publications have been carried out, an integrated action plan has been formulated and implemented addressing the government's policy priorities and the common minimum programme as well as the Prime Minister's directives and the draft of the guidelines for establishing the National Health Emergency Management Coordination Centre has been prepared.
