Karnali Province Minister for Economic Affairs and Planning Gopal Sharma has said the budget for the fiscal year, 2021/22 had to be brought through ordinance due to parliament obstructions by the opposition parties.
Opposition parties took the Province Assembly hostage, thus preventing Assembly from passing the budget and entering agenda of other sensitive and necessary subjects. "To clear parliament obstructions, various formal and informal talks were on with opposition parties from the government's side until the eleventh hour, but to no avail," he said at a press conference on Friday.
The budget for the FY, 2021/22 had to be rendered valid until July 15 this year and be implemented from July 16. A Cabinet meeting submitted a recommendation to the Province Chief Gobinda Prasad Kalauni to issue the Appropriation Ordinance, 2078 and Economic Ordinance, 2078 for the implementation of the budget, he said, adding that both the ordinances have been issued in line with Article 202 (1) of the constitution.
The size of the budget for the FY, 2021/22 is over Rs 36.5 billion.
