Karnali Province Assembly’s budget session prorogued

The ongoing budget session of the Karnali Province Assembly has been prorogued.

Upon the recommendation of the Province Government, Province Governor Govinda Prasad Kalauni announced the prorogation of the ongoing 8th session of the Province Assembly effective from 12:00 Wednesday.

The Council of Ministers on Wednesday had decided to prorogue the budget session of the province assembly. Province Chief Kalauni announced the prorogation of the session in accordance with Article 183 (2) of the Nepal Constitution, stated a press release issued by the Province Chief Office.

Owing to continued disruptions from main opposition CPN-UML, the budget session was frequently affected. Though the province government presented the budget for the fiscal year 2021/22 on June 15, the assembly meetings then had been postponed without entering into the agenda due to UML obstructions.

The province government is making preparation to introduce the budget through ordinance after the budget is not likely to be endorsed by the province assembly.

UML province assembly member Padma Khadka said the government moved ahead in an autocratic manner when there was a constitutional provision allowing the executive to introduce vote on account bill with one-third of the budget at a time appropriation bill was under consideration in the province assembly.

UML had put forth the stand to remove its assembly members from the ministerial berth as per the Supreme Court verdict. Three members from CPN-UML were inducted as the ministers in the coalition government of the CPN (Maoist Centre) and the Nepali Congress.
