The service users who come to the district administration office to get their national identity card are suffering. The customer has to wait for hours to get an identity card and even though it is a free service, they have to fill in an online form with a fee.

Arbind Yadav, a resident of Kshireshwarnath Municipality-5, Mahendranagar, said that he had to wait for three hours to fill in the details for the national identity card. He said that the office was overcrowded and as the form was not filled online, he had to pay Rs 200 and fill the details from outside. "Where is it, what is it?" I don't know, when you come to the office, you have to fill it out online," he said.

Yadav informed that he had to make a passport for foreign employment and for that he came to make a national identity card. Many beneficiaries like Arbind Yadav are forced to suffer after making the National Identity Card number mandatory for new passports.

The district administration office said that it is difficult to provide services as there are 250 to 300 customers daily. Chief District Officer Surendra Paudel informed that by filling details online, taking photos and taking lapchas, 200 people can be served daily, but if they do not fill out the online form, only 50 to 60 people can be served.

He said that since the government has announced the elections, the national identity card is also required for voting, and the rumors are spreading that it is necessary to get social security allowance. "Hearing rumors that if this is not done, old age allowance will not be given, they will not be able to cast their votes, service customers come from villages by reserving cars, and there is a sudden rush of customers, so there is a problem in service delivery," said Prazia Paudel.

He informed that filling the details online saves six to eight minutes from a customer. Many people go to create Facebook and Tik Tok, but they don't know how to get government services online, so they have to pay money outside.

According to the office, all details are filled in by the office staff for senior citizens and illiterate people. When filling the application form for the identity card, citizens who have reached the age of 16 and have obtained a certificate of Nepali citizenship must state their name, date of birth, gender, parents' names, address, type of citizenship, spouse's name, spouse's name. In the same form, fingerprints (10), pupil of the eye, photograph, nationality and signature should be provided. The services provided by the government to Nepalese citizens will be linked to the national identity card system and the data and records obtained from the system will be used in policy and planning.

This will help to create a basis for obtaining all kinds of public services, as well as a national identity of the individual as well as a voter ID card. This card will be used as a social security card. It will serve as a supporting document for security management. After connecting the national identity card system with other public services, it will be possible for public service providers to provide services in a hassle-free, short time and at a low cost.

The National Identity Card and Registration Department has established and developed a system for keeping records in case of changes in personal information due to birth, death, migration and other reasons. The National Identity Card will be used as a multi-purpose system to provide services between Government to Government (GTUG), Government to Business (GTUB) and Government to Citizen (GTUC).

People who have reached the age of sixteen and have a certificate of Nepali citizenship can get a national identity card. The government has introduced the concept of such an identity card to establish a digital identity of a person.
