The level study of gender and social inclusive development has been started at the local level. A study of the state of gender and social inclusive development has been started by implementing the laws formulated and implemented by the governments at all three levels for the benefit and empowerment of the target groups.

The training institute run by the Gandaki state government, with the financial and technical support of the state and local government assistance program, has started the work of measurement through experts at the local level. By organizing training programs with the participation of local people's representatives and branch chief staff of the concerned level, details of the activities carried out by the municipality for the rights, interests, and development of the deprived target group have been collected.

The work performed by the municipality in the last four years is measured on the basis of 100 indicators including 22 sub-headings in five different areas. While measuring the score in this way, the indicators that appear to be weak are formulated and implemented by formulating an action plan with program and budget. Before formulating the action plan, the participants will be divided into five parts and the action plan will be made based on the suggestions about the strengths, weaknesses, opportunities, and challenges. For the first time in the mountains, targeted class-oriented budgets and programs are being audited at all local levels.

So far, both the local levels have been able to get 60/60 marks out of 100 while evaluating the gender and social inclusive budget and programs of Kushma Municipality and Mahashila Village. It was conducted in Mahashila on November 12, 13, and 14 and has been completed in Kushma on December 20, 21, and 22.

Although this score is not satisfactory for the target group, some of the exercises started by the joint efforts of the people's representatives and the staff are commendable, said Liladhar Subedi, facilitator of the program and Gender Master.
