The government has been demanded to control human trafficking and smuggling by effectively monitoring and managing the open border.

Shakti Group and Atbin have issued a manifesto after the fifth meeting of the victims of trafficking for the control of human trafficking organized in Kathmandu on March 12 and 13 and demanded effective implementation of federalism by amending the Human Trafficking and Smuggling Control Act, 2064 BS.

The declaration states, "Policies, budgets and programs to be formulated at the local, state and federal levels must make arrangements for those affected by the sale of programs such as employment, education, health, non-performing loans and unsecured loans."

The meeting also stressed the need to set up rehabilitation centres for the rehabilitation of men affected by human trafficking as well as provide vocational training and livelihood opportunities. The meeting concluded that after the rescue of those affected by internal and external trafficking, the government at all three levels should bring sustainable integrated programs for education, development of life skills and sustainable livelihood.

The meeting also stressed the need to form/reorganize the Human Trafficking and Smuggling Control Committee at the local, state and federal levels and to make it mandatory for the affected people to participate in the reconstituted committees. Chairperson of Shakti Group Charimaya Tamang said that the inclusion of the affected should be ensured in the social security policy of the government.
